The NEMRC is a single community Medical Reserve Corps serving the sixty-thousand plus citizens of Haverhill. It is housed in the Office of Emergency Management in the Haverhill Police Department.
NORTH EAST MA MEDICAL RESERVE CORPS MISSION STATEMENT
The North East Massachusetts Medical Reserve Corps is hosted by the City of Haverhill for it's residents, businesses and visitors. The mission of the NEMRC is to recruit, screen, credential and train a cadre of volunteer staff who will safely serve the Commonwealth by providing requested surge capacity medical resources. NEMRC teams may assist in two primary areas community health or disaster response & recovery.
COMMUNITY HEALTH MISSIONS – may involve large-scale special events such as political conventions, parades or marathons. Community health may also involve mass vaccination, mass prophylaxis, pandemic response, health needs of special populations, targeted public awareness campaigns, and mass medical care, etceteras.
DISASTER CONDITION MISSIONS – may involve preparation for, response to or recovery from catastrophic incidents, natural disasters, or acts of terrorism that overwhelm existing medical resources. These may include toxic chemical spills, WMD incidents, floods, blizzards, etceteras. Destruction of existing health care facilities and power outages disrupting local communications or transport systems may prevent work attendance or supply delivery requiring support. Mass casualty events, temporary shelters, emergency or first responder support, panic mitigation, triage, counseling, are disaster condition missions that may require NEMRC staff activation.
